How to Apply for Section 8 in Connecticut

A Section 8 application in Connecticut must be submitted if you wish to receive assistance paying your rent. Section 8, otherwise known as the Housing Choice Voucher (HCV) program, receives funding from the Department of Housing and Urban Development (HUD) and administered at the local level by public housing authorities (PHAs). You must apply for Section 8 by submitting a form to your local PHA, which will determine whether you are eligible to receive vouchers. 

Depending on the PHA’s policies, you will either be able to submit a Section 8 application online, through the mail or in person. Before applying, it is important to note that there are usually waiting lists for Section 8 vouchers due to the popularity of the program and the limited number of vouchers available. With that in mind, when you apply for low income housing, your initial application will usually only get you placed on a waitlist if you are deemed eligible. Once your name comes up on the list, you have to fill out a full application that will allow the PHA to make a final determination of your eligibility. 

Information Required During the Connecticut Section 8 Application Process

For your initial low income housing application, you will only need to provide basic details about your household members. This includes the full legal name, Social Security Number, date of birth, race or ethnicity and income for every person in your family. You also need to list your mailing address, street address and phone number so that the PHA can contact you. 

The information on your initial HUD housing application will usually not be verified, but it will be used to determine if you can be placed on the waiting list. Once you are selected from the wait list, however, you must provide additional information that the PHA will verify by contacting your bank, employer and other public agencies. Various documents can be used to verify your eligibility for the program, such as

  • Birth certificates.
  • Social Security cards.
  • Employment records, pay stubs and bank statements.
  • Marriage and divorce certificates.
  • Benefit award letters and various other paperwork.

How to Apply for Section 8 Online in Connecticut

Some PHAs will allow you to apply online low income housing, but this is not an option everywhere. You must contact your local housing authority or visit its website to see if online applications are accepted. When available, an online form will usually only allow you to be placed on a waiting list. It is important that you only apply online for Section 8 once, as duplicate forms may be deleted or fully rejected. Submitting more than one application will not improve your position on the waiting list, nor will it increase your chances of being selected. 

Note that even when a PHA allows you to apply online for low income housing, the application option may be removed from the website when the waiting list is closed. This is because you cannot apply when a PHA’s wait list is full. 

How to Apply for Low Income Housing in Connecticut by Mail

Most PHAs will accept a HUD Section 8 application by mail when they do not allow you to apply online. You can usually stop by the main office of your local PHA to pick up a copy of an application. Alternatively, forms can be requested through the mail if you call the PHA to order a copy. When filling out an application on paper, be sure to write clearly and complete all of the required fields. Forms with blank lines may be returned to you, which can delay the application process. 

If you submit an application for Section 8 in CT through the mail, it is important that you are aware of any deadlines that may exist. Some waiting lists will only be open for a limited number of days or weeks at a time. In such cases, your application must be postmarked by the deadline in order for it to be considered for an open enrollment period. 

How to Apply for Housing Assistance in Connecticut in Person

PHAs will allow you to apply for Section 8 in person if you do not want to send your information online or through the mail, or when one of these options is not available. You may either fill out your housing choice voucher application ahead of time by requesting a form through the mail or by printing a PDF of the application from the PHA’s website. Otherwise, most PHAs permit you to fill out an application on-site. This is a good option if you are elderly, disabled or need reasonable accommodations for any other reason. To hand-deliver your application or fill it out at the PHA office, you may visit during normal business hours.  

What happens after you submit a Section 8 application form in Connecticut?

Once you submit a Connecticut Section 8 application, you will be placed on a waiting list unless the PHA can provide assistance immediately. Your place on the wait list will be determined by a few different factors, such as when you applied and whether you are eligible for preferential placement due to your income or other criteria. 

You can do a Section 8 application status check to see where you are on the waiting list by contacting your local PHA or by logging onto their website if you applied online. Be prepared to enter basic information about yourself so that your identity can be confirmed, such as your name, Social Security Number and date of birth. In many cases, note that PHAs prefer to contact you directly through the mail when your name comes up on the waiting list. This makes it unnecessary to check your Section 8 application status on your own. 

It is important to be aware that getting placed on the waiting list does not guarantee you will be approved for housing choice vouchers. Once your name is selected from the wait list, you still need to submit a full application for Section 8 that will allow the PHA to make a final determination of your eligibility. During this phase, your income, family status, citizenship and other factors will be verified and you will either be accepted or denied from the program. Usually this phase in the application process requires you to attend an in-person meeting, during which you will need to present original documentation that verifies your identity and eligibility.
